教員不足(1) Teacher Shortage (1)

先日928日(土)にNHKテレビで報じられた内容です。

健康、個人都合、家庭事情などで一時的に教職を離れる正規教員が文科省や教育委員会が予想している以上に多く、数千人規模に達しているようです。

これは採用者側の状況判断能力の不足、プロ意識不足、端的に言えば怠慢です。

教員免許は大切ですが、それを絶対的権利として、部外者を教育界に入れず、知識、社会経験そして小中高生の教科を教えることができる一般人の活用をずっと閉じているこれまでの考え方とやり方は間違っています。

これで被害を受けているのは生徒です。

教員免許保持者や公務員資格者がベストな人材である保証はありません。現にマスコミをにぎわす悪いニュースの供給源には教員、警官、自衛官が多くいます。

教員免許が無くても有用な資格を持ち、識見もあり、生徒の教科指導ができる人を多く活用して、正規教員の負担を減らすことが必要です。

This is what was reported on NHK TV recently on Saturday, September 28.

The number of regular teachers who temporarily leave the teaching profession due to health, personal reasons, or family circumstances is much higher than expected by the Ministry of Education, Culture, Sports, Science and Technology and the Board of Education, and appears to be several thousand in number.

This is due to a lack of situational judgment on the part of employers, a lack of professionalism, or simply put, negligence.

Teaching licenses are important, but the way of thinking and doing things is wrong, as it has always closed off the use of ordinary people who have knowledge, social experience, and the ability to teach elementary, middle, and high school subjects, while keeping outsiders out of the education field as their absolute right with their teaching licenses.

It is the students who are being harmed by this.

There is no guarantee that the best people are the ones who hold teaching licenses or are qualified to be public servants. In fact, teachers, policemen, and self-defense personnel are often the source of the bad news that hits the media.

It is necessary to reduce the burden on regular teachers by hiring more people who do not have teaching licenses but have useful qualifications, insight, and the ability to teach students' subjects.
