能力のある人が優遇されるのはもっともだと思いますが、裏を返せば、現役の小学校教員のほとんどが英語能力不足ということです。
でも、それは当然でしょう。中学校や高校の英語教員でも文科省の要求するレベルに達しているのが40%程度なのですから。
子供、親、教師のいずれにとっても良い方法は地域社会の人的資源をうまく利活用することだと思いますが、教育界の閉鎖性、排他的性質は依然として硬い岩盤のようです。
English ability says a lot in elementary school teachers’ recruiting:
It is fine the people of ability are better treated, but that means most of the present elementary school teachers in Japan are no good as far as English skills are concerned.
It should be quite natural judging from the fact only about 40% of English teachers in junior and high school teachers in Janan have reached the requested level by Ministry of Education.
I think that the best way for all of the students, the parents and the teachers is to make a good use of the human resources in each local society. But the closedness and the exclusive nature of
the educational circles still seem to be too hard a rock to break.
