半世紀以上も改善なし、日本人の実用英語力  No improvement of Japanese English skills for more than half a century

都度、発表される日本の学校英語教育に関する実情ニュースによれば、語学力の改善が50年以上も見られません。
不思議なことにその責任を取る人もいません。
先日のマレーシアの巡視船の乗組員も全員がバイリンガルで英語語学力には何も問題もありませんでした。困っているのは日本人乗組員だけでした。
語学力改善にはアジアの他の国々を手本にすればいいのでしょうが、日本人の変な優越意識がそれを阻んでいるのでしょう。
私からの以下の提案も解決策の一つかもしれません。ご覧ください。

No improvement of English skills can be seen under English education system in Japan according to the news published several times a year. 
Strangely enough, no one has taken responsibility for it.
Malaysian crews on the patrol vessel were bilingual and had no problems with English skills, but the Japanese crews had big problems. 
Why don’ we follow the examples of other countries in Asia to improve ourselves? It might be because of our hidden and strange sense of superiority.
My suggestion at the following site (only in Japanese) may be one of the solutions, I hope.
