COP21　大国の本気度？  How much serious were the big powers in COP21?

shall と shouldの二つの単語は12月12日に閉幕したCOP21の議定書作成でアメリカがこだわった単語（助動詞）です。英文契約書や国際協定では大切な言葉です。
shall を使用すると「～するものとする。」という強い約束を意味する文章となり、should の場合は「～する方がよい」という意味になり強い約束の意味は無くなります。
アメリカが今回、後者の should の使用を主張したことで、アメリカの CO2削減への本気度に疑問符が残ります。
まあ、中国も同じようなもので、会議で大きな顔をしたいのならまず行動で示すことです。
”shall" and "should" were the words that USA stuck to change in preparing COP 21 protocol, which closed December 12. They are important words in contracts or international treaties.
The word of shall means a strong sense of promise and should less. 
USA insisted on changing “shall” into “should” in the protocol, which makes it questionable whether USA is really serious about CO2 gas emission decrease. The same would be said to China.
If they want to play major roles in the conference, they have to show on action.
