（話し）言葉は風　Words are wind (or air)

アフリカの国のいくつかでは“言葉は風”という表現があるということを、ケニアとルワンダで50年以上もビジネスをしている方がNHKラジオ（12月17日）で言われていました。その意味するところは“言葉（話し言葉）は見えないし形もないので言ったことにはあまり責任を感じない”ということです。ですから、現地では言ったことは書面にしてサインして証拠として残して、有言実行を確認する、こと大切なのだそうです。
日本の政治でも同じですね。日本では“言ったことには責任を持つ”という考えはあっても、政治マニフェストは単に紙切れだったようですが。
On a NHK radio program on December 17th, I have heard a Japanese businessman ,who has been working in Kenya and Rwanda more than 50 years, saying that in some African countries they have the expression of the spoken words being wind (or air). It means that they are not visible and have no shape either so that they do not feel (take) responsibility for what they have said. That is why it is important to write down what they said and keep it with their signature for the future confirmation of carrying out their word.
It seems that the same can be said in Japanese politics too judging from tha fact that the political manifesto was just a paper though we have an idea of taking responsibility for what we say.
